The formation of a waterspout begins with the development of a cumulus cloud. As the cloud grows and develops, it begins to rotate. This rotation is caused by the Coriolis effect, which is a force that deflects moving objects to the right in the Northern Hemisphere and to the left in the Southern Hemisphere.
